Effective December 1, 2025, China’s new mandatory national standard GB 17761–2024 for electric bicycles will enter full implementation: products manufactured in accordance with the previous standard will no longer be permitted to be sold; the standard specifies a maximum speed of 25 km/h for electric bicycles, beyond which the motor must cease providing power assistance.

Meanwhile, the competent authorities have issued stringent regulatory requirements for CCC certification, under which all valid CCC certificates issued under the previous standards will be centrally revoked or canceled, thereby imposing higher compliance thresholds on manufacturing and distribution.
The new standard also adopts a more stringent safety approach: it raises flame-retardant requirements, limits the proportion of non-metallic materials, strengthens anti-tampering measures, and enhances braking performance requirements, while encouraging or mandating the integration of positioning, communication, and dynamic safety monitoring capabilities.
Impact on the motorcycle/two-wheeled vehicle parts supply chain (can be included at the end of the news article)
Tighter regulation will transform “safety” from a selling point into a non-negotiable baseline: braking performance, structural strength, durability, and surface finish will all be easier to quantify and assess.
Strengthened certification and traceability requirements mean that suppliers must implement more standardized incoming-material inspections, in-process controls, finished-product testing, and batch record-keeping.
For foreign trade orders, the importance of “compliant documentation plus consistency” will continue to rise.
